Most certifications tell you that a company has good systems. IBR is different, and the difference is worth understanding properly.
IBR is statutory. If a component goes into a boiler or a steam pressure part registered in India, IBR-compliant material is not a preference or a quality upgrade. It is a legal requirement. A boiler inspector can reject an entire fabricated assembly because the material paperwork does not stand up after the fabrication is complete, after the machining is done, after the delivery date has been committed.

The IBR governs the design, material, construction, inspection and certification of boilers and boiler-mounted components. On the material side specifically, the regulations set out:

Read that list again and notice what it is really doing. It is not asking the mill to “make good steel”. It is prescribing exactly what must be tested, exactly how it must be recorded, and exactly who must sign it off. That is a documentation regime as much as a metallurgical one and documentation is where most rejections happen.

How to verify a supplier’s IBR claim a six-step check
How to Verify IBR Approved Alloy Steel. Anyone can put the words on a website. Here is how a buyer actually checks, in the order that saves the most time.
1. Ask for the certificate, not a logo
You want a certificate issued in the prescribed IBR form, carrying the countersignature of the inspecting authority. A brochure image or a website badge proves nothing.
2. Match the heat number
The heat number on the certificate must match the heat number physically marked on the ingot, billet or bar in your yard. If they do not match, the certificate belongs to different steel.

3. Confirm the grade is actually permitted
IBR does not approve everything. Confirm that the specific grade and specification on your purchase order is one the regulations allow for the intended service. A valid certificate for the wrong grade is still the wrong material.
4. Read the test values, not just the header
Chemistry and mechanical results should fall comfortably inside the specified range, not sit exactly on the limit line across every element. Values that repeatedly hug the boundary are worth a conversation.
5. Ask who did the testing, and on what
An in-house laboratory is normal and preferable it means problems get caught before dispatch. Ask what equipment is installed. Our own testing runs on an optical emission spectrometer for chemistry, a simultaneous ONH gas analyser for oxygen, nitrogen and hydrogen, and a PMI mobile spectrometer for positive material identification.
6. Ask about the melting route
Cleanliness matters enormously for pressure parts. Steel melted in an electric melting furnace, homogenised with argon purging, refined in a ladle refining furnace and vacuum degassed starts from a fundamentally better place than steel that skipped those stages. Ask the question directly. A supplier who cannot answer it clearly is telling you something.
IBR is not the same as ISO, PED or AD-2000
This is the single most common confusion in enquiries we receive. These four approvals do completely different jobs, and holding one does not imply the others.

A supplier holding ISO 9001 alone is not automatically fit for boiler work. A supplier holding IBR alone may not satisfy a European buyer. These are not tiers of the same thing they are parallel requirements for different markets.

What goes wrong in practice
he certificate arrives late. Material ships, fabrication starts, and the paperwork follows weeks later. If it then has a discrepancy, you are already committed. When buying IBR Approved Alloy Steel, insist on complete documentation with dispatch.
The heat number is illegible. Marking gets damaged in transit or was poorly applied in the first place. Check at the gate, photograph it, and reject early rather than late.
The grade was substituted “equivalent”. Equivalents are a legitimate metallurgical concept and a dangerous procurement one. If IBR permits a specific specification, an equivalent is not automatically acceptable.
The certificate is for the mill, not the heat. A supplier’s IBR recognition is one document. The certificate for your specific heat is another. You need both.
